War on Iran has made interactions with Tehran more complicated. Ayatollah Mojtaba Khamenei, Iran’s supreme leader, “is increasingly engaging at some level, although all of his communications have been in writing and through intermediaries.”  It can take Iranian officials three to five days to deliver a response to U.S. proposals.
