The US Treasury's Quarterly Refunding Announcement is due on Wednesday at 13:30GMT/08:30EST, following the release of quarterly financing estimates on Monday. FINANCING ESTIMATES: During Q4, the Treasury expects to borrow USD 618bln in privately-held net marketable debt, assuming an end-of-December cash balance of USD 850bln. The borrowing estimate is USD 10bln lower than the preliminary guidance announced in August 2026, primarily due to the higher-than-assumed beginning-of-quarter cash balance, partially offset by lower projected net cash flows. Excluding the higher-than-assumed beginning-of-quarter cash balance, the current-quarter borrowing estimate is USD 24bln higher than announced in August. Looking ahead, the Treasury expects to borrow USD 800bln in privately-held net marketable debt in Q1, assuming an end-of-March cash balance of USD 1.00tln. Regarding the quarter just gone (Q3), the Treasury borrowed USD 742bln, above the USD 739bln projected in August, and ended the quarter with a cash balance of USD 984bln, above the USD 950bln estimate. Excluding the higher-than-assumed end-of-quarter cash balance, actual borrowing was USD 30bln lower than announced in August. ISSUANCE AND GUIDANCE: Within Wednesday's refunding announcement, attention will focus on any adjustments to the Treasury's longstanding guidance that it "anticipates maintaining nominal coupon and FRN auction sizes for at least the next several quarters". Wrightson's base case is that note and bond offering sizes will remain unchanged in the upcoming quarter, but the larger-than-expected borrowing requirement for Q1 "increases the chances that the Treasury will signal a shake-up in its coupon issuance plans starting next year". This leaves room for a potential change in guidance. However, ING highlights that the Primary Dealer Survey did not suggest anything significant or imminent in terms of changes. It does, however, acknowledge growing discussion surrounding the refunding, including a potential reduction in long-end issuance, noting that if the Treasury were minded to do so, it would indicate that it has the flexibility to adjust its issuance profile going forward. ING suggests that either such an adjustment or no change to the issuance profile is probable. Wrightson highlights that the Treasury's long-end buyback enhancement raises the question of whether it might consider reducing gross new issuance of expensive long-term debt. It notes that the 20-year bond has not been an efficient funding vehicle for the Treasury in recent years, and that the Treasury would have good reason to pare back issuance. The desk does not rule out the possibility of such a move. One potential option would be to shift some of the longer-dated, more expensive issuance into the belly of the curve, or through higher bill issuance. BUYBACKS: Buyback operations will also be in focus. In August, the Treasury increased the size of its long-end liquidity-support buybacks from 9th September to at least USD 4bln per operation, compared with a previous maximum of USD 2bln. The Treasury has since conducted multiple operations with a maximum size of USD 6bln in both the 10-20yr and 20-30yr sectors. The August announcement noted that further information on future buyback sizes would be provided at this quarterly refunding. Notably, the Primary Dealer Questionnaire sought feedback on the buyback programme, including what additional changes the Treasury should consider to enhance its effectiveness. TIPS: Barclays expects no changes to issuance sizes, forecasting the November 10yr reopening at USD 19bln, December 5yr reopening at USD 24bln and January 10yr new issue at USD 21bln.
